About Us

The Persons With Disability Advisory Council (PWDAC) is an independent statutory body established under the Persons With Disability Equity Act, which came into force on 12 March 2021. The Council membership is diverse and includes representation from Government Ministries, Civil Society, Private Sector as well as Principal Chiefs. The office was formally operationalised on 1 April 2025, marking a significant milestone in Lesotho’s commitment to advancing the rights and inclusion of persons with disabilities.

PWDAC is mandated to promote and protect the rights of persons with disabilities by providing expert advice to government and public service institutions, influencing policy development, and ensuring that the national legal framework and development agenda aligns with disability human rights standards, in particular, the United Nations Convention on the Rights of Persons with  Disabilities which Lesotho ratified in 2008.   

The Council also plays a critical role in monitoring the implementation of the national legislation, regional and international human rights instruments ratified by Lesotho through working to ensure accountability, compliance, and tangible progress towards equal opportunities, upholding of the integrity and dignity of persons with disabilities and their overall inclusion in society.

MISSION

To monitor and evaluate the state of the rights of persons with disabilities by advising the government and stakeholders, creating awareness, managing complaints, and supporting policy reform.

MANDATE

Our mandate is to protect, promote and monitor the human rights and well-being of persons with disabilities through supporting and ensuring accountability for disability mainstreaming in government and all public service institutions, private sector, as well as civil society for effective implementation of PDEA and its enforcement nationally

Advocate Nkhasi Sefuthi

Director General

Advocate Sefuthi is a disability rights lawyer and human rights advocate currently serving as the Director General of the Persons with Disability Advisory Council (PWDAC)—an independent statutory body mandated to advice government, monitor, and enforce the rights of persons with disabilities in Lesotho. He holds a Master of Laws (LLM) Degree in Law and Disability Rights and is an admitted Advocate of the Courts of Lesotho. He brings over 13 years of dedicated experience in advocacy, policy development, and institutional strengthening in the disability sector. Prior to joining the PWDAC, Advocate Sefuthi spent a decade as Executive Director of the Lesotho National Federation of Organisations of the Disabled (LNFOD), providing strategic leadership to Lesotho’s umbrella body for organizations of persons with disabilities (OPDs) and driving impactful reforms to advance inclusion. Throughout his career, Advocate Sefuthi has led ground-breaking initiatives that have shaped Lesotho’s disability rights landscape. His achievements include spearheading the National Disability Mainstreaming Plan (2015–2020) and its 2025 revision, supporting the Ministry of Education in adopting the Lesotho Inclusive Education Policy, facilitating the drafting of the Disability Equity Court Rules adopted in 2023, and contributing to the establishment of the PWDAC. He has worked extensively with the government of Lesotho, development partners like UN agencies, Diakonie Act Austria and USAID, as well as Civil Society to design and implement inclusive development projects, build OPD capacity, and advocate for the domestication of the UN Convention on the Rights of Persons with Disabilities (CRPD) into national legislation, leading to the enactment of the Persons with Disability Equity Act, 2021. Advocate Sefuthi now leads the PWDAC at a pivotal moment in ensuring the full realization of the rights of persons with disabilities in the country.

Mr. Retselisitsoe Makara is a Graduate of Bachelors of Commerce degree from Atlantic International University. He is a seasoned manager with 5 years of experience in corporate sector and more than 17 years in the Non-Governmental Organizations both local and international. Mr. Makara is currently holding the position of Finance and Administration Manager responsible for proper financial management of the Council’s resources, Oversees the Administrative, Procurement and Asset management of the Council. He is also responsible for Compliance and Risk Management. Prior to joining the Council, he has worked as Accountant at Cristian Council of Lesotho from 2007 to 2011, Finance and Administration Manager at Phela Health and Development Communications from 2011 to 2015, Accountant at United Nations World Food Program from 2015 to 2017, Senior Accountant at Catholic Relief Services from 2017 to 2019 and Contracts and Grants Officer at Elizabeth Glazer Paediatric Aids Foundation from 2023 to 2025.

Human Rights Manager

Lerato Makananelo Ramoholi holds a Master’s Degree in Women’s Law from University of Zimbabwe (Southern & Eastern African Regional Centre for Women’s Law - SEARCWL) and a Bachelor of Laws Degree (LLB) from the National University of Lesotho. She is an admitted advocate of the High Court of Lesotho. Advocate Ramoholi was appointed as the Human Rights Manager for the Persons with Disability Council (PWDAC) in July 2025. Prior to joining PWDAC, she was the Gender Reforms Activity Manager for the Millennium Challenge Account Lesotho Compact II, where she led gender and social inclusion in the Market Driven Irrigated Horticulture Project, from 2024 to 2025. She has served at the Lesotho National Federation of Organizations of the Disabled (LNFOD) as the Advocacy and Human Rights Officer from 2023 to 2024 contributing significantly through promoting disability rights inclusion in law reform and implementation processes. Prior to this position, she held the position of a Gender and Disability Rights Advisor from 2020 to 2023, supporting gender and disability mainstreaming at the organizational level, grassroots levels and nationally. She has also served in the same organization as the Access to Justice for Persons with Disability Program Officer in 2019 supporting the courts to accommodate witnesses with disabilities who are survivors of gender based violence in criminal proceedings. She began her legal career as Programs Officer with Women and Law in Southern Africa (WLSA)-Lesotho in 2013 as a gender equality advocate, influencing law and policy reform through evidence-based research and specifically providing legal aid services to vulnerable women and girls. As a social justice lawyer, Advocate Ramoholi brings on-board her valuable skill in institutional reforms to drive the PWDAC inclusion mandate throughout the public service and beyond.

Makhala Lephutsa holds a Bachelor’s Degree in Accounting and a CIPS (Chartered Institute of Procurement & Supply) Diploma, equipping her with strong skills in both financial and procurement management. She is a dedicated finance professional currently serving as a Finance Officer at the Persons with Disability Advisory Council (PWDAC). She brings a wealth of experience in financial management and reporting, having previously held the same role (Finance Officer) at Habitat for Humanity Lesotho from 2023 to 2025. Earlier in her career, she worked as an Accountant at World Vision Lesotho in 2013, where she also contributed through various volunteer program roles, demonstrating her commitment to community development and organizational impact. Additionally, Makhala briefly served as a Finance Officer at the Women and Law Research Trust in Southern Africa (WILSA), further strengthening her expertise in non-profit financial operations.

Lipolelo Makhele is a woman with physical disability currently holding the position of Office Assistant at the Persons with Disability Council. She is a member of Lesotho National Association of the Physically Disabled (LNAPD) and has also served as a board member for this organization, as well as the Lesotho National Federation of Organizations of the Disabled (LNFOD). Miss Makhele is also a talented hair-dresser, and this has been her primary source of income over the years.

He is currently serving as the Personal Assistant to the Director General in the Persons with Disability Advisory Council (PWDAC), where he manages the office ensuring its smooth and efficient operation. His professional background spans roles in administration and public service. He began his career as an intern with the Ministry of Social Development’s Administration Department from 2023. In particular, he served as a Pensions Accountant for Old Age Pension Payments, a role that took him to all ten districts of Lesotho to deliver financial support to senior citizens. Ntai is driven by a passion for advocacy, he is committed to serving marginalized and vulnerable groups. He believes in creating a ripple effect of positive change through equality and inclusion, and champions the elimination of barriers that hinder development in Lesotho. He is guided by his favourite quote, “Know what sparks the light in you, then use that light to illuminate the world.”

He is currently the Legal and Compliance Officer at the People with Disabilities Advisory Council. He holds a Bachelor of Laws (LLB Honours Degree) from the National University of Lesotho. He is an admitted advocate of the Courts of Lesotho. He is a dedicated human rights defender, and a public law researcher. He is also a member of the Law Society of Lesotho's Public Interest Litigation Committee. He was also a member in the Disability Mainstreaming Working Committee under the Ministry of Social Development and Social Welfare and the Lesotho Federation of the Disabled. He brings wide ranging experience to the Council having worked as a Human Rights and Public Interest Litigation Officer (2021 – 2023), and Research Coordinator (Jan – Dec 2024) at the Transformation Resource Centre. He has also worked as a consultant for Office of the United Nations High Commissioner for Human Rights (2021) Amnesty International (2022) and Intern ews (2023). He has trained parliamentarians, security services members, human rights defenders, and journalists on the on constitutional guarantees, human rights, public participation, expropriation and compensation policies, digital rights, data privacy, and cybersecurity. He also brings vast experience having worked with marginalised communities affected by big infrastructure and capital projects. He has also collaborated with the Centre for Human Rights at the University of Pretoria (2023 - 2025), UNDP Human Rights Research Chair from National University of Law (2023). He has also preparing and presented human rights situation reports and statements to the African Commission on Human and People’s Rights. He is legal researcher with academic contributions extending to the Global Constitutional Law Review, published annually by the University of Texas, Austin. He is also a writer at Selibeng.com.

Mpone is a final year student studying a Diploma in Business Management at Lerotholi Polytechnic School of Enterprise and Commerce. She is currently serving the Persons with Disability Advisory Council as an Accounting Intern (July 2025 – December 2025). She specifically joined PWDAC because she was keen to learn about its organizational structure and the financial management processes used. As born-deaf student and aspiring Accountant, Mpone is a determined woman who has gone beyond the limits to penetrate barriers facing born deaf persons wishing to pursue Commercial Studies in higher education. She sees herself as a role model, especially for young women who are deaf, whether pre-lingual or post-lingual, to show that when accommodations provided, inclusion in schools or workplace possible. Beyond academia, Mpone is a disability rights activist who is member of the National Association of the Deaf Lesotho (NADL) and is currently a board member with the Lesotho National Federation of Organizations of the Disabled (LNFOD).

Seisa is a Sign Language interpreter for our Accounting Intern (Mpone Chale). She has been an interpreter for her since 2022 when she was doing her first year at Lerotholi Polytechnic. Prior to thsis Seisa has been working as a Sign Language Interpreter for 9 years. She is highly passionate about sign language and interpretation role and this can be seen from the fact that she is even married to a deaf person. She highly esteems her work because she is aware of the big role she plays in bridging the access to services and participation gap that is necessary to ensure inclusion in all aspects of life. Her dream is to see many people joining the sign language interpreter profession, especially now more than ever before, when sign language is recognized by the Constitution of Lesotho as an official language.
